ERBIL, Kurdistan Region - The Kurdistan Region’s security agency (Asayish) in Sulaimani announced Tuesday the arrest of two wanted ISIS members and their subsequent transfer to Iraqi federal authorities under a provision carrying life imprisonment or execution.
Asayish “arrested two wanted ISIS terrorists residing in the Sulaimani province who were sought under Article 4 of the [Iraqi] anti-terrorism law,” the security agency said in a statement, citing coordination with the Iraqi National Security Service and relying on “intelligence data.”
It further noted their transfer to Baghdad “based on the jurisdiction of the crime location to complete investigative procedures.”
Under the first clause of the stated legal provision, a “principal actor or an accomplice” who “instigates, plans, finances, or enables terrorists to commit the crimes specified in this law” is punishable by death. Its second clause imposes life sentences on “anyone who intentionally conceals any terrorist act or harbors a terrorist individual with the intent of shielding them.”
Last week, the Sulaimani’s security forces announced the arrest of two other ISIS suspects in "separate operations” in the province in collaboration with the Iraqi Counter-Terrorism Service, while pointing to rescuing “the wife and child of one of the terrorists.
Also, the province’s security forces had arrested three and nine other suspects of the terror group in June and May, respectively.
According to the Sulaimani’s Asayish, a total of 298 anti-terror operations were carried out in 2025, resulting in the arrest of 716 terror suspects.
Although territorially defeated in Iraq in late 2017, ISIS has resumed operations through its sleeper cells, particularly in Nineveh, Salahaddin, Kirkuk, and Anbar provinces. Most of the arrested suspects originate from these provinces but have resided in the Kurdistan Region.
