Across the global landscape, Artificial Intelligence (AI) is transitioning from a technical novelty into the foundational infrastructure of the modern economy. In the Kurdistan Region of Iraq (KRI), this transformation is already taking root.
From optimizing urban grid management and public sector operations to improving water distribution, healthcare diagnostics, and agricultural monitoring, local institutions and young entrepreneurs across Erbil, Sulaimani, and Duhok are eager to leverage digital solutions to solve pressing socio-economic challenges.
However, developing and emerging regions face distinct headwinds: structural gaps in high-performance computing, limited access to localized open-source language models, and shortages in specialized technical capacity. It is against this backdrop that China’s global AI initiatives offer a timely, practical, and inclusive roadmap for the Global South.
A new chapter: President Xi’s address at the 2026 world AI conference
At the 2026 World Artificial Intelligence Conference (WAIC) in Shanghai, Chinese President Xi Jinping delivered a keynote address titled "Joining Hands to Build a Just and Equitable System for Global AI Governance." Emphasizing that AI should be an engine for shared prosperity rather than a tool for technological monopolies, President Xi outlined a clear vision anchored in four principles:
1. Openness and win-win innovation: Advocating for robust global open-source ecosystems, scenario-based AI applications, and shared technology to drive real-world economic transformation.
2. Safety and human control: Calling for adaptive, risk-aware governance frameworks that ensure algorithms remain controllable, ethical, and aligned with human well-being, while opposing the overstretching of national security concepts to restrict technological exchange.
3. Inclusivity and capacity building: Prioritizing the Global South to bridge growing digital divides and ensure developing regions are not left behind in the AI revolution.
4. Solidarity and UN-centered governance: Supporting an international consensus on technical standards, ethical boundaries, and governance rules through multilateral mechanisms.
To turn these principles into tangible action, China announced the founding of the World Artificial Intelligence Cooperation Organization (WAICO) in Shanghai and committed to providing 5,000 training and seminar opportunities for developing nations over the next five years, alongside establishing international AI application centers in partnership with regional organizations, including the league of Arab states.
Aligning China’s AI proposals with KRI’s reality
China's vision resonates strongly with the operational realities and strategic ambitions of the Kurdistan Region, offering concrete avenues for sustainable development:
1. Open-source architectures as great levelers
China’s push for open-source AI models provides local developers in Kurdistan with a cost-effective, adaptable foundation to build customized tools without incurring prohibitive licensing fees or depending on proprietary black-box software. Kurdish engineers can directly access state-of-the-art base models and fine-tune them for local needs - including Sorani, Kurmanji (Badini), and regional Arabic dialects - effectively bypassing the cost barriers of hyperscale commercial systems.
2. Practical capacity building via multilateral platforms
The primary bottleneck for AI integration in the KRI is not a lack of enthusiasm, but a deficit in specialized technical training and localized research infrastructure. The 5,000 training slots, the Arab League cooperation center, and WAICO's Global South capacity-building mandate constitute a concrete, neutral channel. This framework allows Kurdish software engineers, academics, and public administrators to gain direct access to cutting-edge AI expertise, high-performance computing frameworks, and practical deployment models, nicely complementing the region's broader international technology engagements.
3. Civilizational inclusiveness and language preservation
Preserving cultural heritage and building localized natural language processing (NLP) models requires international normative support. China's explicit emphasis on civilizational inclusiveness and the protection of cultural and linguistic diversity in AI development provides an encouraging international endorsement for KRI-led investments in Kurdish-language models, voice recognition, and culturally attuned digital public services.
4. Technological autonomy and pragmatic security
By opposing the overstretching of national security concepts to restrict technological exchange, China's framework advocates for open, non-discriminatory international cooperation. This stance creates practical flexibility for developing and middle-income regions, enabling them to adopt and adapt advanced foreign AI solutions tailored to public welfare and infrastructure needs while maintaining their own balanced, sovereign diplomatic postures.

As President Xi remarked in Shanghai, "AI development should not be a solo performance by a single country, but a symphony of international cooperation."
