The town of Baiji in northern Iraq is home to the country's largest oil refineries. But a year since liberation from ISIS, it remains destroyed and deserted.

The Iraqi government has positioned its allied Hashd al-Shaabi Shiite militia there, which has been blamed for not allowing former inhabitants to return.
