ERBIL, Kurdistan Region - Interim authorities in Damascus have introduced an indirect electoral system, forming committees to appoint subcommittees that will select an electoral college made up of experts and community leaders.
Election officials have visited Hasaka and Kobane to begin forming these local bodies.
“Each parliamentarian will have at least 30 to 50 people in the electoral committee. According to the conditions of the interim system specified in the elections, 70 percent of the electoral committee consists of experts, and 30 percent are dignitaries,” Mohammed Wali, a member of the Higher Committee for the People’s Assembly Elections, told Rudaw.
“Women’s representation must be 20 percent or higher, and individuals who became disabled during the Syrian revolution will also be represented,” he added.
Voting was held across most of Syria in October 2025, but was delayed in Rojava due to tensions between Damascus and the Kurdish-led administration.
The Kurdish National Council (ENKS/KNC), an umbrella group of Kurdish opposition parties, says it was not included in designing the election mechanism, but is not boycotting the vote.
“Regarding the implementation method—since we are a political party—there should have been a discussion with us. An agreement should have been reached on the format and the representation of the Kurdish people in Hasaka province,” Mahabad Suleiman, ENKS representative in Damascus, said.
Under the system, seats are allocated across key cities, including Qamishli, Hasaka, Derik, and Kobane. The parliament will have 210 members, with 70 appointed by the president.
