ERBIL, Kurdistan Region—Indiscriminate mortar fire has killed four Iraqi aid workers and several civilians in eastern Mosul this week, said the United Nations.

"People waiting for aid are already vulnerable and need help. They should be protected, not attacked," said Lise Grande, U.N. humanitarian coordinator for Iraq in condemning the attack.

She added: "All parties to the conflict - all parties - have an obligation to uphold international humanitarian law and ensure that civilians survive and receive the assistance they need."

UN and other aid agencies have been delivering food to Mosul residents in recent weeks and set up distribution centers in liberated eastern sectors.

Human Rights Watch released a report on Wednesday, confirming many incidents of indiscriminate mortar attacks against civilians by ISIS militants as they retreat further west in the face of advancing Iraqi troops.
